Yeah, Boukenger just used the (aforementioned Awesome) wheel to henshin, the actual phone buttons only really corresponded to the mecha.

So all Cam needs to glean from this is that:

1) Phones and all their glory have been duly noted as references to many awesome Henshin heroes
2) D-Phones are pretty damn cool

and, lest we forget...

3) Vega wants a wheel on his ^^

I dunno in the Live Action Sailor Moon, they actually had Cellphones that worked as normal ones as well as allowed them access to special Senshi-Only things. Primarily a type of "Disguise Power". The design kinda matched the Senshi bracelets however. Though I think that was intentional, still. That and Sailor Luna used her Cell to transform. She punched in a code and then became Sailor Luna.... just like the Tamers do for nearly everything.
