The setting on Dial Up is a man-made island chain called the Mirai Archipelago. Created by the nations of the world as a technological mecca as well as a test of humanity's ability to adapt, survive, and prosper, it has become an international melting pot of cultures.

10 years ago, a rash of strange incidents concerning electronics and network technology shook the Mirai Archipelago, ending in the disappearance, injury, and death of a little over 1,000 people. Considered to this day to have been the cause of terrorists or simply a vicious group of hackers, no judgment has been passed on any known parties.

Five years from that day, the Eden Network was launched. Using a system of satellites orbiting the Earth the Eden Network, founded by the company Circuits Infinity, has achieved the ideal of perfect wireless, cable, internet, and phone services around the entire planet. With network technology once again stable and more advanced, net crimes have become harder to pull off and surveillance has been improved by several times.

Our story now takes us to five years after the Eden Network has been in play, when a man calling himself 'The DJ" enters the capitol of the Mirai Archipelago, Cyan City. With his entrance the Eden Network experiences a rise in packet data floating about the system, though engineers think nothing of it.

However, rumors begin to spread in the months since the DJ's arrival. Message boards speak of the appearance of strange and monstrous creatures at random. They speak of the appearance of strange cell phones that can somehow control them. These creatures appear from televisions, computer screens, cell phones, PDAs, any electronic device with network connection. Above all, they speak of a rumor that these creatures offer up to whoever finds them a single wish of whatever they want.

The name of these creatures is Digimon, and though the web is ablaze with a mixture of fact and fiction about them, there are those who believe that this is not the first time they have been in this world.

It has been three months since the DJ has arrived in Cyan City, and the incidents involving the Digimon he brought with him are about to get worse...
